My boyfriend has two small fleshy bumps on his penis near the base and one higher up on his pubic region almost at his waist. He said he has had them for a while ever since he put on a pair of jeans hot out of the dryer and the zipper and button burned him pretty badly. As he doesn't wear underwear, the story would add up, but I have never seen scarring like this before, and due to the area where these fleshy bumps are, I am reasonably worried by them. They are almost like skin tags.

They could be skin tags, warts, or possibly ingrown hairs. One of the three.
